The BC PNP Entrepreneur Immigration stream operates on a “temporary to permanent” model. This means that if approved, entrepreneurs are initially granted a temporary work permit. They then move to BC to establish and actively operate their business, proving their commitment and fulfilling specific performance conditions outlined in a signed agreement with the province. Only after these conditions are successfully met can they apply for permanent residency. This policy ensures that individuals receiving permanent resident status have genuinely contributed to BC’s economy, aligning immigration with provincial economic development goals.

There are two primary streams under BC Entrepreneur Immigration, each tailored to different entrepreneurial goals and geographic preferences within the province:

1. Entrepreneur Immigration Base Stream

This stream targets experienced business owners or senior managers who intend to invest in and actively manage a new or existing business anywhere in British Columbia. It’s suitable for those looking to establish a venture in more urban or established areas.

Key Requirements (as of July 2025):

• Personal Net Worth: A minimum of $600,000 CAD in verifiable personal net worth. This includes all assets (cash, bank accounts, real estate, investments) held by the applicant and their spouse or common-law partner, and must be legally obtained. If invited to apply, a third-party verification report from a BC PNP-qualified supplier is mandatory.
• Eligible Personal Investment: You must make an eligible personal investment of at least $200,000 CAD in the proposed BC business. This investment must be completed within 610 days (approximately 20 months) of your arrival in BC on a BC PNP-supported work permit.
• Job Creation: The business must create at least one new permanent, full-time job for a Canadian citizen or permanent resident of Canada within 365 days (12 months) of your arrival date on the work permit. A full-time job is defined as at least 30 hours per week.
• Business/Management Experience: You must demonstrate at least:
• Three or more years as an active business owner-manager (with at least 33.3% ownership), OR
• Four or more years as a senior manager, OR
• A combination of at least one year as an active business owner-manager (with at least 33.3% ownership) and at least two years as a senior manager.
• This experience must have been gained within the last 10 years.
• Language Proficiency: A minimum of Canada Language Benchmark (CLB) level 4 in English or French. Accepted tests include IELTS General Training, CELPIP-General, TEF, and TCF.
• Business Plan: Submission of a comprehensive business plan is mandatory, detailing your proposed venture, market analysis, financial projections, and job creation strategy. The business must be for profit and have potential for sustained success.
• Ownership: You must hold at least one-third (33.3%) of the established or proposed business, unless your personal investment is $1 million CAD or more.
• Active Management: You must be actively involved in the day-to-day management and operation of the business from within BC.
• Ineligible Businesses: Certain types of businesses, such as convenience stores, DVD rental stores, gasoline service stations, personal dry cleaning services, and tanning salons, are generally not eligible, especially in Regional Districts with a population of over 300,000.

2. Entrepreneur Immigration Regional Pilot

This pilot stream is specifically designed to attract entrepreneurs to smaller, regional communities across British Columbia. It aims to support economic development and job creation in areas outside major urban centers like Vancouver. This stream offers lower financial thresholds but critically requires a direct community referral.

Key Requirements (as of July 2025):

• Community Referral: This is a crucial initial step. You must first secure a formal referral from a participating regional community in BC. This process typically involves an exploratory visit to the community and presenting your business concept to local authorities.
• Personal Net Worth: A minimum of $300,000 CAD in verifiable personal net worth.
• Eligible Personal Investment: You must make an eligible personal investment of at least $100,000 CAD in a new eligible business within the referring BC community. This investment must be made in a newly established business; purchasing an existing one is generally not eligible for this pilot.
• Job Creation: The business must create at least one new permanent, full-time job for a Canadian citizen or permanent resident within the referring community.
• Business/Management Experience: You must demonstrate relevant experience within the last 5 years:
• Three or more years of active business owner-manager experience (with at least 100% ownership for 3 of the last 5 years if no post-secondary credential), OR
• Four or more years of senior manager experience, OR
• A combination of at least one year as an active business owner-manager and at least two years as a senior manager.
• Language Proficiency: A minimum of CLB level 4 in English or French.
• Business Plan: A robust business plan detailing how your venture aligns with the community’s economic development priorities and job creation needs. The business must be established with the sole purpose of earning profits by providing products and/or services to the local community.
• Ownership: You must hold at least 51% ownership of the proposed business.
• Exploratory Visit: A mandatory exploratory visit to the proposed community is required before submitting your Expression of Interest.

Community Eligibility: The community must have a population under 75,000 and be located at least 30 kilometres away from a city with more than 75,000 inhabitants.
