The BC PNP Entrepreneur Immigration stream is a “temporary to permanent” pathway. This means that if approved, entrepreneurs initially come to BC on a temporary work permit to establish and operate their business. They then apply for permanent residency after successfully meeting specific performance conditions outlined in a signed agreement with the province. This policy ensures a tangible economic contribution to BC before permanent residence status is granted.

There are two main streams under BC Entrepreneur Immigration:

1. Entrepreneur Immigration Base Stream

This stream is for experienced business owners or senior managers who intend to invest in and actively manage a new or existing business anywhere in British Columbia.

Key Requirements (as of July 2025):

• Personal Net Worth: A minimum of $600,000 CAD in verifiable personal net worth. This includes assets held by your spouse or common-law partner and must be legally obtained. If invited to apply, you’ll need to obtain a verification report from a BC PNP-qualified third-party supplier.
• Eligible Personal Investment: Make an eligible personal investment of at least $200,000 CAD in the proposed BC business. This investment must be made within 610 days (approximately 20 months) of arriving in the province on a BC PNP-supported work permit.
• Job Creation: Create at least one new permanent, full-time job for a Canadian citizen or permanent resident of Canada within 365 days (12 months) of your arrival date on the work permit.
• Business/Management Experience: Demonstrate at least:
• Three or more years as an active business owner-manager (with at least 33.3% ownership), OR
• Four or more years as a senior manager, OR
• A combination of at least one year as an active business owner-manager (with at least 33.3% ownership) and at least two years as a senior manager.
• This experience must be gained within the last 10 years.
• Language Proficiency: A minimum of Canada Language Benchmark (CLB) level 4 in English or French.
• Business Plan: Submit a comprehensive business plan detailing your proposed venture, market analysis, financial projections, and job creation strategy.
• Ownership: You must own at least one-third (33.3%) of the established or proposed business, unless your personal investment is $1 million CAD or more.
• Active Management: You must be actively involved in the day-to-day management and operation of the business in BC.

2. Entrepreneur Immigration Regional Pilot

This pilot stream aims to attract entrepreneurs to smaller, regional communities across British Columbia, supporting their economic development and job creation outside major urban centers. It offers lower financial thresholds but requires a community referral.

Key Requirements (as of July 2025):

• Community Referral: A crucial initial step. You must first secure a referral from a participating regional community in BC. This involves conducting an exploratory visit to the community and presenting your business concept to local authorities.
• Personal Net Worth: A minimum of $300,000 CAD in verifiable personal net worth.
• Eligible Personal Investment: Make an eligible personal investment of at least $100,000 CAD in a new eligible business in the referring BC community. This investment must be in a new business.
• Job Creation: Create at least one new permanent, full-time job for a Canada citizen or permanent resident within the referring community.
• Business/Management Experience: Similar to the Base Stream, but the experience must be within the last 5 years:
• Three or more years of active business owner-manager experience (with at least 100% ownership for 3 of the last 5 years if no post-secondary credential), OR
• Four or more years of senior manager experience, OR
• A combination of at least one year of business owner-manager experience and at least two years of senior manager experience.
• Language Proficiency: A minimum of CLB level 4 in English or French.
• Business Plan: A robust business plan detailing how your venture aligns with the community’s economic development priorities.
• Ownership: You must hold at least 51% ownership of the proposed business.
• Exploratory Visit: A mandatory exploratory visit to the proposed community is required before submitting your Expression of Interest (EOI).

Community Eligibility: The community must have a population under 75,000 and be located at least 30 kilometres away from a city with more than 75,000 inhabitants.
